Erie County ARES Narrow Band Emergency Messaging System

The Narrow Band Emergency Messaging System (NBEMS) allows for the transmission of digital text messages using only a computer and radio. The system is efficient on VHF & UHF with only an "acoustic coupler" consisting of speakers and a microphone and reliable HF capabilities, with optional use of a simple sound card interface.

 

A decision amongst Western PA emergency coordinators has made this the standard for digital emergency communications. This system will offer an additional method to pass critical information between served agencies. It is planned to use this system along with other modes locally available (ie. packet, D-Star, etc).

 

The system is primarily composed of two programs, Fldigi and Flarq, which work together to transmit text and data using a variety of modes. The WRAP application is also used with Fldigi for file encapsulation. Another application, named Flics, is in development which formats digital messages into the standard ICS-213 form.
